Question: Can we open an account for a blind person? We have a customer whose daughter is blind, but has started a business and needs a checking account.

Answer: Sure you can. But the problem here is two-fold. You don't want to discriminate against a sight-impaired individual, but you also don't want to increase your liability. You might suggest a joint account holder, or a power of attorney. Make sure the "other" person on the account is NOT someone in your office. And here's a customer service hint.
