During HUD's fiscal year 2003, HUD received more than 8,000 housing discrimination complaints. Most of the complaints involved discrimination based on race or disability. While rental issues, especially practices to turn away or discourage prospective tenants, were the primary problem, HUD did get complaints about housing sales and mortgage lending. HUD is using information from these complaints and from studies it has funded to shape its enforcement efforts.
