Are you your institution's Security Officer? If you are, your primary duty is to develop and administer a written Security Program for your institution. "Security" isn't just about alarms, robbery procedures and filing Suspicious Activity Reports any longer. The good news -- "security" has become the term that defines the evolutionary process that provides a safe and secure environment for our employees to work -- and for our customers to do business. The bad news -- recent surveys reveal that corporate America is now spending 40% less on security than they did before the 9-11 event!

However, since the 9-11 event, "security" has evolved rapidly from a minimal function into the "Security Department" -- a business unit. The Security Officer is now often assigned the responsibility for managing the relationships among the five (5) most common, industry-standard areas of exposure, including:
  • Employees and their families -- and other institution-affiliated parties;
  • Customers and other persons likely to be on the premises -- including vendors;
  • Facilities that the institution owns, manages, maintains, leases or controls;
  • Assets that are simultaneously tangible and intangible; and
  • Records that are acquired, generated, stored, transported and shared.
Security regulations are currently different for each of the three (3) categories of financial institutions: banks, credit unions and thrifts. This presentation has been updated to reflect the emerging industry-standard viewpoint that all financial institutions should use the Bank Protection Act as the model for a developing and implementing a contemporary Security Program -- in addition to existing regulations for credit unions and thrifts. The Bank Protection Act and many other regulations give the Security Officer the duty and the authority to act -- but they don't tell the whole story.

Among the topics to be presented are:
  • The evolution and description of appropriate security regulations -- and the true scope of the Security Officer's role;
  • Defining the persons responsible for security compliance within the institution -- and suggesting appropriate minimum qualifications for the Security Officer;
  • Explaining important insurance provisions for the Security Department's staff;
  • Defining and explaining the contents of the required Security Program -- that must include robbery, burglary and larceny provisions;
  • Defining and describing appropriate security devices;
  • Standardizing robbery planning, implementation and training procedures;
  • Defining and describing internal and external reports;
  • Developing and implementing a security training program;
  • Suspicious Activity Reporting and filing SARs;
  • Describing the required annual review process; and
  • Making the case for positioning the institution's Security Department as a business unit.

About the speaker:  
Dana Turner
Dana Turner is a security practitioner with Security Education Systems -- a research, consulting and training firm located near San Antonio, Texas.

Combining the knowledge gained in a successful law enforcement career with tactical business operations procedures, Dana has created unique security and loss prevention programs for governmental agencies, and the retail, service and financial industries.
