If a customer had to get escrow in Sept 2012 and now wants to cancel, they do not have to be restricted to the 5 years correct? They can cancel escrow after the 1 year since it was closed before June 2013.

Correct, if the customer is eligible for cancellation under the former one-year rule.

I was trying to find in the regulation where it addressed this but I did not see anything. So it is just because the original application was dated prior to 6/1/2013 and therefore falls under the original one year? Did not really focus on this because I figured it would be a nonevent, guess again!!

Here is the Federal Register for the escrow rule that went into effect 6/1/13.
