Okay, I am totally new to this so please be patient. Can someone please explain or refer me to the definition of a loan that would fall into the "Community Service" category.

Can you give me some examples?

A loan will not fall into the service category. A loan would only fall into the small business/small farm or Community Development categories. Services are just that - services you provide like serving on the board of a group that benefits low/mod people. You might provide a loan to such a group as well and, if that loan meets the CD qualifications, get loan AND service credit.

Found a PowerPoint presentation that was prepared by the FRB San Francisco. On pages 24-52, the presentation outlines various types of loans and then explains why or why not they are Community Development loans. This may give you an insight into the mindset of an examiner.
