You have to go to the enforcement section of each of the regulators web sites and search for prohibition/removal orders.

OTS http://www.ots.treas.gov/?p=EnforcementSearch

FDIC http://www.fdic.gov/bank/individual/enforcement/begsrch.html

OCC http://apps.occ.gov/EnforcementActions/

FRB http://www.federalreserve.gov/apps/enforcementactions/search.aspx

Also check NCUA, regulator of federal credit unions. Those banned are also banned from banks.

Going to revise this thread, as it his become a hot topic. Is the posted link still current for the FDIC? If so, what action type would I select to look for those who are barred from banking by a regulatory agency?

Search with the dropdown "Removal/Prohibition Order"

Thank you Randy. One other question. This would include any banker employee, not just officers and directors?

Yes, but only those banned by the FDIC.

We have a hit on the OCCs list. Name matches, but we were able to confirm that this person was likely residing in a different location/state than where the enforcement action was levied. Additionally, our potential employee has been confirmed employed by a different entity at the time of the enforcement action, and was 19 years of age at the time of the enforcement action.
Having never had a name match before, I wonder, is it possible to get addtional information from the OCC? Has anyone needed to?

In my opinion, you have disqualified the "match."

Thank Ken.
Would you document this potential match? I hesitate to advise putting a copy of something that does not relate to them in their personnel file.

You would want to keep the documentation and how you "verified" this employee was not the same as the individual on the OCC list. Maybe it shouldn't live in his personnel file but should live somewhere in HR.

Agreed. If you happen to be visited by an examiner who knows about the prohibition order against the "bad" John Smith, you'll want to be able to quickly show how your John Smith can't be the same individual.
