What is the timeframe someone must pursue an action against a creditor for Reg Z violations?

Borrowers can initiate TILA actions for a year after the disclosures were required to be given. I've been told that the courts recognize no time limits if the TIL violations come up as a counterclaim in a case brought by the creditor.
