Whenever the government makes an estimate of the time required to do anything, it provides an interesting bit of information, and it could be used as a standard, but I just take the estimates with many grains of salt.

That it would take a banker 19 minutes to complete a routine CTR just doesn't seem reasonable to me, even given the suggestion that it be signed by someone other than the individual filling it in.
