Our customer wants to dispute the shipping portion of a charge. He admits he authorized them to ship the product but thinks the amount is too high. I believe he needs to take this up with the merchant and it's not a Reg E dispute.

Was the charge authorized? Yes. Claim denied.

In my experience these charges are disclosed in advanced or would have otherwise been approved blindly. But approved is approved. The disagreement isn't based on the amount authorized and charged, but on the actual cost paid for the service. That is the distinction that keeps the money in the bank's pockets.
