Are financial institutions bound by the same regs as government agencies that prohibit discrimination on the basis of disability?

My question specifically relates to offering a contact medium for the hearing impaired. Allowing an individual to contact a bank via TDD machine or through a relay service.

Is this a requirement? A best practice?
Is there any guidance out there on this?

Any advice would be greatly appreciated.
