Does your FI accept US territory issued ID for CIP verification? Ex: Guam, Puerto Rico, US Virgin Islands...or are do you treat them as a foreign country?

You mean like a Puerto Rican driver's license? I'm not sure why not. The people that are residents there are citizens of the US. But it really is up to your CIP policy.
