This is an annual error resolution notice question.

For multi-party accounts, do we need to send the notice to each customer on the account or only to the primary account holder?

One - equate it to sending just one periodic statement. Why not include it on the back of your monthly statements and save this postage annually?

Blue78 is probably sending the notice to passbook customers who do not receive statements. There are a few of us left unfortunately. We send to the primary account owner.
