Customer has a joint account (2 individuals). One of the named individuals is deceased.

The surviving party on the account requested new debit cards to be issued for both named individuals on the account. If someone intentionally requests a debit card to be issued in a deceased persons name would that be SAR reportable?

There is no amount to report.

I don't know that it's SARable, but I definitely would not issue a card in a deceased customers name.

One of my Grandfather's favorite sayings was "Never assume dishonesty when stupidity is an equally plausible excuse."

That's the rule I would apply here. Just tell them you cannot do that and ask them why they need two cards.
