Does anyone know exactly what CIP documentation is required when a non-customer purchases a U.S. Savings Bond at the Bank?

A savings bond is not an account with your institution so I believe it would fall outside of CIP. Since a bond cannot be cashed for 6 months after it is purchased, and institutions reserve the right to only cash bonds for non-customers up to $1000.00, it is not a high risk transaction.

I agree. It's not a customer relationship requiring application of the the CIP rules.
