Yes, you can exempt an MSB. They are higher risk, but not prohibited from being exempt.

Oh good. I am fairly new to being the BSA officer and we have had a local grocer store as a customer of the bank for numerous years and we have always exempted them but they are registered as an MSB.
Thanks, makes me feel a little better. But as far as your know you can exempt an accountholder and they can still be registered as an MSB.

As long as their revenues on ineligible activities don't exceed 50%. Here's a link that will give you more information on exemptions.
