I'd like to know what kind of fees border banks charge their
high risk customers, MSB, NBFIs to service them. Banks that fall into this catagory have a much more robust BSA program which is a huge expense and I'd like to know how this is offset.

Many banks surcharge their MSB customers whether located on the border or not. The bank should perform a cost/benefit analysis and adjust these customer's account analysis charges accordingly.
