we are trying to create an account that can be used as a sweep and/or allow debit card access... want to price it agressively and as a result it is important to either discourage check writing ( 3 per month with extra at $.50 per item) or not allow checks at all.

Is there any rule prohibiting this?

is yours consumer only or now with the new interest rules have you considered allowing on business?

Actually, ours isn't an interest bearing account, its just a plain "green" account...but interest or no interest shouldn't make a difference.
