I have an Attorney that e-mail his fee so we could do our GFE when the Attorney prepared the settlement statement his fee had increased by $400.00 due to the fact that he had negleted to include the fee for Title Search on his original fee.
Can this be considered a changed circumstance?

No.

But I'd be talking to the attorney about eating at least half of the cure. He shouldn't have missed it but whoever prepared your GFE should have caught that it was WAY too low.
