Is an account opened by a Soil and Water Conservation District in New Mexico considered 'public funds'?

I think it would be... They have "civilian" boards of directors, but the funding comes from taxes and the Feds. I think the TIN might help you determine for sure.

Thank you. How might the TIN help me make that determination? Is there a separate prefix/series for public entities?

No, I meant that you could query the TIN on the SOS website and see if the entity is government based.
