When setting goals, it's a good idea to quantify them as much as possible. Your suggestion to "reduce delinquency" is great, especially by adding a percentage to the goal, such as "reduce delinquency by 20% during the period of time from XX - XX."
Other suggestions include the ratio of accounts collected to the number of attempts (calls, visits, etc.) If the collection officer is responsible for workouts, that's another performance measure as well.
