Can anyone please provide some guidance as to whether physical security belongs under corporate security or somewhere else?

I am thinking that within our organization, physical security belong under Facilities Management but with compliance oversight by Corporate Security per the Bank Protection Act (BPA). Any thoughts?

How big or small your bank is, geography of branches, also determines how many "hats" people wear, and the complexity of the org chart.

There is a lot in favor of physical security being part of Facilities, I have been in that position in the past, and the Facilities people are the ones that fix the doors and locks, and think in a "physical" mind set; that is, where are the weak spots, security lighting, access control etc.

However, there needs to be a close relationship between physical security and technology of the DVRs, and who monitors them, and gets the pictures for prosecution, etc.

Also the Facilities Director needs to be knowledgeable in working with the Security Officer and the BSA Officer, since facility issues can often be concurrent with suspicious activity, theft, vandalism and so on. A Facility Director with physical security responsibility needs to be more than "a guy that used to do maintenance". Reporting paths and responsibilities need to be very clear.
