If an MLO has a state issued NMLS can he use the same number for a federal institution?

Yes it may be transferred (just did this late last year).

Thanks but now when I go in as a consumer to the registry I do not see him either by name or by NMLS

Have the MLO come to your office and call the NMLS. They are very helpful.
