I can't seem to find anything that specifically says we must get acknowledgment from customer that the counselor list was given. Can anyone clarify if that is a regulation requirement or just best practices??

Here for the moment
We keep a copy of the list we provided the customer which also has the date printed on it. No official signed acknowledgement from the customer. As far as I know that would be a best practice, I don't remember reading anywhere in the reg it was required to get the acknowledgement. You should be able to demonstrate compliance in some way though.
