I know I should know this, but I am having a turrble morning. A commercial customer claims that a large transaction was not authorized. Who reimburses the customer, the bank or Visa?

Assuming the transaction is covered by VISA's Zero Liability, the issuing bank is responsible for reimbursing its client. It's ability to recover from the merchant is dictated by VISA's Operating Rules.
