Does anyone know the definition of "small business" as it applies to Visa Zero Liability. I know that it doesn't apply to commercial credit cards, but would a debit card issued to a corporation, clearly not a small business, be covered under Visa Zero Liability? What about non-profits that have a Visa debit card? Would VZL apply there?

I assume you are issuing business debit cards and not just issuing them out of your consumer stock? Isn't this all outlined in your business debit card agreement??

We are issuing them out of the business debit card stock. However, VZL states that it applies to small business. I'm not exactly sure how it it defines small business. If we have a corporation that claims visa zero liabiltiy, can we tell them they aren't covered because Visa Zero Liabiltiy doesn't cover corporations?

A small business debit card program is defined as any business that has less than $10 million in annual revenue. If you want to offer a card program to larger entities not subject to Zero Liability, you need a seperate card program with seperate terms and conditions and a seperate BIN license from VISA.
