We sometimes give a commercial loan in which the borrower's home is secured as collateral and we are now wondering if these loans are subject to Homeowners Counselling. Thanks for your help.

The counseling requirement is found in Regulation Z and the requirement for the pamphlet is found in Regulation X. Business-purpose loans are subject to neither regulation, so the counseling requirement would not apply to the scenario you've inquired about.
