Basic question but we have a "discussion" going on about this.

Customer brings in a check drawn on another bank for $25,000. He deposits $2,000 in checking and $7,000 in savings, and takes the $18,000 in cash.

Does the teller list the savings and checking account numbers on the CTR even if cash was not involved or use Negotiable Instruments Cashed?

I think your best bet is to call the helpline.

You can if it will help you track the transaction at a later date. No harm - no foul really. You would still categorize it as a negotiable instrument cashed.

So it sounds like if a negotiable instrument cashed is drawn on our bank, we would put in the account number. If it's drawn on another bank, we don't necessarily have to. Correct? This just came up today at my bank and people were surprised when I said they need to put the account number in if it's on us.

That's correct. Any account number you put on the CTR should be an account in your institution affected by the transaction(s) being reported.

But there is no requirement in your example for entering those account numbers because they were not affected by the cash transaction, which was the cashing of a not-on-us negotiable instrument.
