Are spouses of borrowers/co-owners required to receive a ROR for transactions in Texas with the homestead laws? THanks

Yes, they must receive two copies just like the borrower.

When you say "homestead laws," I presume you are talking about the Constitutional provisions that allow lenders to make home equity loans. Here is the Finance Commission rule Finance Commission rule on the right of rescission in a home equity loan:
