The rule announcement states that the detached structure exemption and the force placed flood insurance were effective upon the enactment of the laws. However, when you read the rule it states October 1, 2015.

Can someone please tell me when we can implement the changes...now or on October 1?

The interpretations are officially effective Oct 1, but you can use them to guide your process now.

I admit I have only skimmed the new Final Rule quickly, so I apologize in advance if the answer to this question is obvious: where are the 14 "amendatory rules" which are referred to in the "effective date" section of the Rule?

I just figured it out, now that I've had my morning tea and found an article written by a law firm!! Instead of using the section numbers in the "effective date" section, this time the reference to "amendatory instructions" was used (never saw this method used to explain the effective date in 30 years of reading my favorite book, the Federal Register); it refers to a number that ordinarily means nothing to us and is above the regulation's section number. After the instruction number appears the effective date of that section.
