I just figured it out, now that I've had my morning tea and found an article written by a law firm!! Instead of using the section numbers in the "effective date" section, this time the reference to "amendatory instructions" was used (never saw this method used to explain the effective date in 30 years of reading my favorite book, the Federal Register); it refers to a number that ordinarily means nothing to us and is above the regulation's section number. After the instruction number appears the effective date of that section.
