!2 CFR 202.14 requires that an applicant receive the appraisal notice. When an application involves more than one applicant, the notice need only be given to one applicant, but it must be given to the primary applicant where one is readily apparent. Regulation B defines an applicant as, "any person who requests or who has received an extension of credit from a creditor, and includes any person who is or may become contractually liable regarding an extension of credit. So, Mom is an applicant but only needs the notice if she is the primary applicant.
