Is this for real? Ln Off tells me that fill will put new construction @ elevation above flood (yes in SFHA) and that until construction is final we can only get a conditional LOMA. (Only after construction is complete will an unconditionl LOMA be issued.)

Wouldn't you bring in your fill and than contact the community for a revision?

A conditional LOMA only tells the property owner whether or not the property will be in or out of the FHA after construction. A true LOMA can only be issued after the structure is built. You are required to have flood insurance during the construction phase and until the true LOMA is issued.
