Could be small business if less than $1 million. Could be a CD loan if consistent with the purposes of community development. Can't be more specific without more info.

By "vacant commercial property," I'm assuming you may be referring to raw, undeveloped land. In this case the loan gets an FRB code of 1AO, which keeps it off of your small business loan register. Reportable small business loans will have an FRB code (Call Report) code of 1EO or 4A0.
