Originality takes time - a precious resource. When you want to make your thoughts known, but just don't have the time to invest in a real quality letter, the form is used. While it does not have the same impact as an original letter, it makes your opinion known.

IMHO, submitting the form letter just weakens the original message in the form letter. When I see it out here multiple times, the ffect of the original message is lost to me. I would rather just submit original thoughts (which I do) - good, bad, short or long; just my opinion, I just never would think to submit a form letter.
