We have video gambling in our area but they are not allowed to pay out cash..only coupons to retail businesses.

Do anyone have a clue how or if this would fit into the "high risk" category?

I assume they would be cash intensive... people are paying cash to gamble, so the cash would need to be consistent with the size of the business. The bills deposited would need to be consistent with the type of machines they carry. I would assume they would have a lot of coin and dollar bills.. I have never been into one of those locations, so I am guessing as to what denominations the machines accept.
