We had an application for a car loan from one of our dealers under a floor plan arrangement (indirect paper).
We performed an OFAC search and the report came back stating "The SSN provided has a date of issue that is inconsistent with the customer's stated date of birth". We have since declined the loan due to that reason, but is a SAR required, or any other action required on this?

Does it say why the SSN issue date and birth date are inconsistent? For example, if the SSN was issued before the customer was born, then that is cause for concern. But if the customer is a recent immigrant, (s)he will have a newly issued SSN, regardless of age.

Also, if you haven't already done so, I suggest verifying that the discrepancy is not the result of a clerical error.

The issue date and the birth date are inconsistent was the reason. Clerical accuracy was checked, no problem.

File it as an Identity Theft after you get more information from the car dealer.

There are dollar thresholds that must be met before a SAR is filed and there is no evidence of identity theft here. You may want to contact the vendor and get a bit more explicit information about what ...date of issue that is inconsistent with the customer's stated date of birth means. (My SSN was issued 16 years after I was born.)

It's a red flag and just cause for denying credit. It's not evidence of a federal crime.

I've got to agree with Ken on this one. You also might want to bear in mind that some people have been known to "shave" a couple years off their age and that can cause it to appear that the SSN was issued before they were born.

If the information cannot be resolved/verified then you should file a SAR as consumer loan fraud and state the problem you noted in the description.

As noted by other poster, a 25 yr old immigrant could have just recvd a SS#. As such you would have a person 25 years old and a SS# that is 1 year old. This condition would probaly be flagged by automated programs as being inconsistent BUT in fact there is no problem. No if the person in 25 and the number issued 40 years ago...Inconsistent & a problem.
