Where would be the most effective place (federal, state, or other) for lodging a complaint against a Pennsylvania bank with "national" in its name. The bank paid out all funds to three beneficiaries on a totten trust and forgot about the fourth.

In a location
Banks with 'national' or NA in their name is regulated by the OCC. Click here to go to the OCC's complaint page web site.
