When determining whether state (or local) licensing requirements apply, I assume it's the state in which the company is operating (as opposed to the state in which it is incorporated, for example). Correct?

Where can you go to find out if MSB licensing is required by a particular state (e.g. NY)?

The most likely regulator for non bank financial institutions is your state's bank regulatory agency. Here's a link the Launch Pad where you will find links to each of them.

If they do not regulate them, they should know who does.
