Does a CTR need to be filed for an individual who has cashed a government check (i.e. IRS tax refund) for more than $10,000?

What if the individual cashed checks for a total of $8,000 and then had a government check cashed for $2,500? Should a CTR be filed?

If any individual cashes a check or checks in excess of $10,000 in any one business day, a CTR is required. The type of check doesn't matter.
