Richard's suggestion is not whether the topic is one that might be discussed in a forum for BSA/SAR, etc. It is that there are subjects that might be better discussed in a forum that is not open to public scrutiny due to the sensitive nature of the information. This is one of those topics. Discussion of kiting at the 30,000 foot level might be OK, but discussion of specific parameters that banks might employ to detect or prevent kiting is letting too much information "out of the bag."
