How many of you would file a SAR for "false statement" in the following situation?

Mr. and Ms. Hispanic came into the bank to open a new checking account. Upon contacting ChexSystems, it was reported that the social security numbers provided are not yet issued. When questioned, the couple admitted they were not real. Yes or No?

So, they had valid government issued identification confirming the names of the suspects, but did not have SSNs or ITINs?
