Is the definition for NRA as refereced in the BSA/AML exam. guide have the same meaning as the term NRA is used for IRS form W-BEN?
IRS publication 519 refers to Resident Alien; is this different from a 'foreign national' as referenced in the exam. guide.

A non-resident alien is a foreign national. NRAs are here but haven't made this their permanent home. A resident alien is also still a citizen of their home country and therefore a foreign national, but they have now made this their permanent residence.
