When a non-customer cashes an on-us check (third party) over $10,000, would we check #34 for withdrawal or #32 for negotiable instrument(s) cashed?

Negotiable instrument cashed. The withdrawal box would be for your customers.

Actually, there is a FinCEN Q & A that says you can use 32 for either. Item 34 can be used for withdrawals from savings accounts or certificates of deposit. Whatever you decide to do, publish it and make sure you are consistent.
