Is a processing fee paid to a title company considered a finance charge?

Is this processing fee charged by the title company in comparable cash transactions or just credit transactions? What services does the processing fee cover and does it cover any of the fees excluded under 226.4(c)(7)?

I am reviewing a HUD-1 statement, and this fee is listed on line 1111 as a "Processing Fee to _________ Title Company." The loan is a second mortgage to avoid PMI. Other charges paid to the title company in conjunction with this loan are a settlement or closing fe and a title insurance fee. This is all the information I have at this time. I would have to contact the title company to determine what services the fee covers. I appreciate any guidance you could give!
