I would think to stay competitive, you would have to at least partially charge based on the fee structure of other banks in your area.

Our IB is free. We charge monthly what we are charged by our vendor for each billpay customer. MegaBank may be able to absorb billpay costs but we are a small community bank and can't do it. But of course our fee structure for other services is WAY less thant MegaBank.

Due to the "competitive" factor ... several community banks in the Southwest do not charge IB fees. However, these banks are not as quick to waive NSF fees any more ... (to help cover increased non-operating expenses -- such as internet banking charges) ...
