If we change branch hours, as far as I know there is not a consumer regulatory impact as we are not changing anything that affects a customer's account. Please advise.

There is nothing at the Federal level, but State law may dictate any customer notification procedures. Also, any reduction in services in a LMI area should be justified from a CRA standpoint.
