Customer has 2 accounts w/ us - business operating acc't and an account for state lottery ticket sales. His business account has been OD and he has closed his business. He has sufficient $ in the lottery account to cover the OD. Can we use the funds in the lottery account to offset? (I have been trying to call the state but can't get a real person on the phone)

From the language on the New Jersey Lottery web site, merchants are required to open a separate account for their lottery ticket sales:

You will be instructed to open a separate account at your bank for Lottery funds. This is to be an Electronic Fund Transfer account.

From my perspective, you would be taking the lottery commission's money, not your customer's, and they would probably take a dim view of your decision.
