If funds are generally available the next day but the bank does occasionally place holds on large items (and case by case for the amount under $5000) for 7 or 11 days, depending on if it's local or non-local, does the policy need to go into the difference between local and non-local, routing numbers, and payable throughs?

Also, does the notice of the availability policy at locations where employees receive deposits need to have the same content as the actual policy or can it be condensed?

Appendix C to Regulation CC will provide you with the insight you need. It contains the Model disclosures. In essence, only delayed availability banks need to explain to the customer how to distinguish between local and nonlocal checks in their disclosures and what is commonly referred to as "the lobby notice" is a dramatically condensed version of the initial disclosure.
