OK
When out doing customer prospecting at businesses, from time to time we see a "No Soliciting" sign posted. Since we are a new bank in the area we are wanting to get acquainted by making a brief visit and leave our business card with a token--i.e. pen w/bank logo. Are we wrong to make the visit when that sign is posted? Is it a compliance issue?

No soliciting means no soliciting. A better way to make contact is to mail them a letter with information about the bank; in the letter you could offer to come by to visit with them if they let you know a good day/time when they are available.

Where the wind comes sweeping ...
It wouldn't be a compliance concern, you just run a small risk of annoying the prospect. I would not condsider delivering a gift soliciting. Most business development folks would not be deterred by a sign.
