I know there is no specific wording in Reg H pertaining to the requirement of dual control over vault opening and closing. I know for both secuirty and safety & soundness it should be done. However, some memebers of management won't agree to some types internal controls being done unless you can quote them a reg, word for word that it is required. Can anyone help me find wording to help support my finding/recommendation?

Find out what your blanket bond requires. I am sure the bonding company would have something to say over a vault not under dual control.
