I am looking at a Corporate Depository Resolution paper.

This authority extends to all such items including those drawn to the individual order or of a signer, when signed, accepted or endorsed by any (1) the following named officers or other person authorized to sign on behalf of theirs corporation: (names and titles of persons authorized to sign:)
John Doe
John Doe SR

No titles of what officer they are and no signature.

My question is: Should their titles follow their name? Should they sign the form?
CSR supervisor said it doesn't say for them to sign and they do not have them sign. The way I read it should be signed and their titles.

Any help on this would be greatly appreciated.

Is this your bank's document or a resolution from a corporate customer?
Actually, either way it should designate their officer positions. Signatures are only needed as specimens if they are signers on the account. Someone needs to sign on behalf of the corporation to bind it but they do not necessarily have to be a signer on the account.
